Since Selma is surrounded by countryside, people still travel by horse. For lawmakers, that can cause a stink.

“No city wants to see pooping all over the place,” Johnson said.

Johnson has been on the council for 3 ½ years and he’s growing frustrated over a sanitary issue.

“I have a lot of calls during the spring, summer, when it’s getting warm,” Johnson said. “That smell flies, the wind pushes it.”

In 2013, the city adopted an ordinance requiring a horse to wear a diaper. The ordinance was amended  in 2015. But, that rule is being ignored.

“I don’t have a problem (with horses),” Johnson said. “I just want them to abide by the rule.”

The Holley True Value hardware store is a place in town where you can buy a horse diaper. So riders have no excuse to take the horse on the street without one.

Johnson has only seen one rider diaper his horse.

“A lot of time they try to ride the horse at night when they think the police is not around,” Johnson said.

The ordinance also requires that horses have a stable and be 1,000 feet away from a residence.

“(The horse) is supposed to be 1,000 feet from a house and it’s not,” Johnson said. “Just last week that horse got loose and was running everywhere.”

If it was up to Johnson, Selma would be a “nicer” place to live if only...

“So much simpler to wear a bag, catch their pooping and let’s move on.”
