BAKER— The Baker City Council has passed an ordinance requiring horses "in parades, for crowd control, or in trail rides or for any other event" to wear horse diapers.

While riding a horse within the city limits is usually not legal, Mayor Harold Rideau tells The Advocate (http://bit.ly/294YaLB) accommodations are made for special events.

Councilman Charles Vincent said Tuesday he drafted the ordinance in response to complaints about manure on the city streets.
